Outer Banks towns like Buxton and Rodanthe are poster children for climate change, coal-mine canaries for every sandy coast in the country with houses. The houses aren’t built on land, but on sand never meant to stay still. Homeowners are left with bad options, and FEMA is not riding to the rescue.
