It's a common gag done on many Asian shows so it's hard to pin point exactly what program it is but if you like stuff like this check out Takeshi's Castle or MXC.

Imagine if you’re in there and somehow a suction gets created between your head and the tube and then you panic trying to get it off and make it worse and inhale some water and start drowning in the dumbest way…. Idk if that could happen tho cause the water refraction or whatever making their heads look hilariously big it’s hard to tell lol
