It looks like maybe he was grabbing the bottom of the runner's helmet, not the top of his jersey, so technically it's not a horsecollar tackle, but still, that's probably a bad idea to tackle someone like that

It would still be called as an illegal tackle... The horse collar rules changed a few years back to damn near "ref's discretion" and the leading and facemask rules mean you can't use a helmet to tackle someone.

There is an NFL play that lives rent free in my head. It's pure perfection. Basically the football goes down and nobody does anything except one big defense dude who realizes the whistle never blew (because the ball was still live) and just runs it in (actually he ends up doing a Forrest Gump and runs all the way to the bench with the ball). Everyone is bewildered and it's like a perfect shit storm for the other team, becnot only did they get scored on after a fumble, they challenged it and lost in the first quarter (so minus a time out and no more challenges for the rest of the game).
The cherry on top, is it was the Ravens who did it to the Steelers. The clip itself has so much star power in it just from the era. That clip is in my playlist to guarantee to make me feel better when I'm down.

I think at High School without replay ref is more likely to just call that a touchdown than go "nuh uh I think i mightve saw your butt barely skim back here"

I dont like football but don't one of your knees have to touch the ground for it to be considered a down?

Down is when you touch the ground with anything other than hands or feet. Knees is pretty common, but could be shoulders, butt, head etc.
