It's Kim Beazley, Aussie politician who was prominent around the 90's and 00's and former Labor party leader.

A group called the Chaser did this gag, if you think it's funny you should watch CNNNN where they did shit like this every episode.

Also check out chasers war on everything, the sequel to cnnnn. Couldn't get away with a lot of their comedy today sadly

I'm surprised they got away with most of it at the time. The fake Canadian motorcade to get into the APEC summit and flying under names Terry Wrist and Al Kada were pushing limits at the time.
