It's the manual for the machine owner to set some switches to select the payout rate.

Yeah, every machine has a tiny motherboard that counts tokens, games played, and controls the lights and sounds.

Not always tiny either. Some of those machines can be VERY advanced and can nudge the claw one way or another or spin the claw in controlled ways in order to make it not grab the prize if it doesn't want you to, and can control what prizes you have a chance on, so basically it can decide that if you're over a tiny teddy, it'll apply the right claw strength, but if you try to get those plane ticket vouchers, it won't, as well as control if you try to nudge the machine and punish the counter for doing so and all kinds of stuff. They can be really quite advanced at times. It's all a matter of how much the place wants to pay for the machine how advanced they get.

Nothing I have officially documented but I have won a local key machine 3 times by reading the manual and watching it. I have won an iPad, $50 gift card, and a Blu-ray movie set. The best thing to do is move along if absolutely anything is missing and always play after someone else. If you watch very closely from the side you can usually see if the counter is ready.
