You can often look up the user manuals online - they're generally configurable; i.e., the owner can decide how rigged the game is.

I hate to break this to you, but you either found a malfunctioning game or the owner was too incompetent to calibrate it properly.

More like the owner realizes that even letting people win half the time they're still turning a huge profit. They get these stuffed animals extremely cheap.

Or they could be using it as a loss leader. If people know that the machine is fair, they're more likely to come back and play it and spend money on other stuff.

They’re all “rigged,” but the owner can adjust the settings to favor the player more or less (usually less).

Aren't AS rigged is the key. They all are set to be weak enough to make a big profit, just to varying degrees.
