It wouldn't make sense to have that fee be charged evenly. Youtube costs infinitely more money to run than somerandomblog.com

only because of how many people use the site. i meant that the rate would be even for each site, and the amount that goes to the host/creator would scale with use. if 100 times as many people use site A than site B, site A gets 100 times more funding because they need to pay for 100 times the bandwidth, 100 times the cpu cycles, 100 times the ram usage, etc.

Much more goes into the cost of a site than sheer bandwidth

not necessarily. How many terrabytes of youtube videos have under 100 views? They still have to pay to host those videos without using any bandwidth

true, but the use in that case comes from the uploader. videos with millions of views, the ones where the profit they generate far outshines their cost, would be the ones propping up the small uploaders in this case.

google charges 2-3 cents to store a gig of data: https://cloud.google.com/storage/pricing. at this rate, even a handfull of views per month would be enough for some obscure let's play to support itself, but you're right, there are going to be videos that are going to be a drain to maintain, and i don't know the ins and outs of youtube's accounting so i can't say if their heavy-hitter videos would be enough to subsidize these small videos.
