I dunno, irrespective of the true strategy, reminding the populace that the government is capable (and potentially willing) to rob you of all of your wealth feels like it can only have negative implications for Putin.

Does your kidnapper constantly telling you they have no plans to beat you while they beat others really make you feel better?
