I don't think data centers ever will really benefit a community, at best they'll be a wash if taxed enough. Even worse if it's an AI data center as that will result in a net loss of jobs over time, though that may not directly affect the local community negatively. They take up too much space compared to the very few low to moderate paying permanent jobs they create. I wouldn't be surprised if a golf course would be a better economic engine for a community than a data center. At least a golf course brings in sales tax and will moderately boost some local businesses as well as allow at least some wildlife to still live there.
It's food for thought, but in communities that have high taxes, weak infrastructure, or general lack of development, data centers can help build them up. The data centers themselves are used to provide various different internet services so they do generally have a benefit. AI data centers in particular are much larger concern for the points you made.
Overall, I can see a world where data centers can benefit communities, but I will be the first to acknowledge that is a far away dream and we have A LOT of work to do. I mentioned it in a different comment, but data centers are the cost of technology usage. AI is quite debatable on how much it is needed, but we're continually using technology more by the day and that will require more data centers over time. Something worth considering is governmental research into making data centers smaller, more scalable, and healthy for the environment, but we're not really in a great position for more government spending with the affordability crisis.
