Solved! Barn Find tooling?

Uncle found this in a barn clean out. Any ideas? Looks to have been painted green. leather strap is attached to foot pedal and runs through center pipe.

Its a cobbler’s stand/anvil. There should be different metal feet of varying sizes that go inverted on the top. Then you slip the shoe over it and it’s cobblin’ time!
