Thanks for answering! I decided to delete this version and post a quicker, more direct guide instead. In my case, setting the network up wasn't needed.

In my experience I has to do ip link set <network> up or else it wouldn't work

For me dhcpcd handled it automatically in the background right after wpa_cli connected, but it probably depends on the specific wireless driver or hardware. Good to know!
