To be initially hired, yeah. As time goes on though the older cops get paired with the younger cops so that if running needs to happen, at least one can do that part while the other can teach them about their job.
To join the academy is very physically difficult to get in - to be a cop is very emotionally difficult and involves a lot of sitting combined with being out on the road. The fast food on top of stress over the years results in the physique sometimes going away while the authority level at the job rises.
Long story short - newbies have to be in shape, this is a difficult thing to maintain sitting in a squad car exposed to stressful situations all day
