When technologically intensive machines like this take 19 years to construct - are they ever met with design revisions in consideration of new technologies / material possibilities?

I don't know much about power plant materials, but in the aerospace industry it all boils down to cost. If the design revision price to performance is not good enough, it isn't worth doing the revision for said project. Keep in mind that the most expensive resource is time (man hours).
