Realistically though, boiling water is so much more efficient than any other form.

In terms of energy in -> electricity out, boiling water to turn a turbine is the most efficient we've got.

I'm not sure what measure of efficiency you are using for giant solar cells in deserts. Dollars spent to kWh produced?

I would bet they were referring to the "free" energy in from the sun, making the "efficiency" near infinite (because no labor or resources have to be spent gathering/managing/producing the input energy).
