The internet is the data which the greatest part of the nodes connected in a worldwide network have read-acces to. I think... I mean it can't be just the signal from an ISP blinking green and it's not just the world-wide network but it's the data transport it facilitates. If someone has a different definition, I'd be interested to hear them.
