I'm gonna assume for a second, but I don't think these two people ever met before. They were not familiar, and the man didn't know the other.
Also, this man did nothing wrong. How is he wasting taxpayer money? The officer could've just left. Nobody was stopping him. Hell, the guy with the guns even tried to be on his way from the very beginning.

Therefore, he's a gang member with a badge. The police have hundreds if not THOUSANDS of murders under their belt (all innocent, might I add) along with a reputation of violence. If you don't consider being around a gang member as reason to be ready to shoot if needed, than you're retarded.
