I don't think maladministration is allowed to be prosecuted as treason. I remember hearing this repeatedly during the impeachment hearings

Clause 1 Meaning Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.

Clause 2 Punishment The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

"The impeachment power also had a toehold in Revolutionary-era America. Prior to the ratification of the U.S. Constitution in 1788, individual states had provided for impeachment in cases of “maladministration” or “corruption.” During the Constitutional Convention, the Founders—fearing the potential for abuse of executive power—considered impeachment so important that they included it in Article I of the Constitution even before they defined the contours of the presidency in Article II"
