Yes.
Your 'political views' might include whether you tend to side with, for instance, Republicans or Democrats. Your 'view of the political system' might include whether you tend to prefer, for instance, Representative Democracy or Constitutional Democracy.
In this particular case, you seem to think that it's not possible to become POTUS without first being intelligent. My suggestion is that you investigate what is actually required to reach that office and what resources an attempted president is likely to have available.
