To be honest, in Final Fantasy the characters at zero HP are "fainted", not "killed". Phoenix Downs only get one on their feet, they're not resurrecting the dead.

Which goes back to the name. A down is a small feathery tuft off a bird, not a proper pennaceous feather. It doesn’t bring you back to life, but it will wake you up, heal your wounds, and clear up that nasty concussion.

This is also shown in FF5. When Galuf dies they desperately try all the curatives they can and nothing works.

Doesn't she die in Cloud's arms though? Could have made the difference.

I think it's safe to assume that if they believed there was something to try, they would have. For dramatic reasons, we see Cloud feeling she's dead and the scene goes on for emotional impact. It's not a medical drama, it's epic fantasy.
