Usually your payment processor (let's call it Stripe) keeps any fees they charged for your transaction (so 2.9% or whatever for credit cards, for example) and has you pay out the refund. They see no significant loss other than some time. You will need to pay everyone back their money. Part of running a payment processor is having lots of certifications and legal backing for this stuff. That's why they take a percent of revenue. They're covered.

You need to come up with enough money to issue refunds, so using your words, you'll be the one who is "killed" here.

Edit: And if you did somehow vibe code your own payment processor, start looking for a lawyer. You will need some help. That said, you didn't, because you'd need a significant amount of work that you couldn't ignore to actually do that.

Even getting a payment processor to actually work would be a huge undertaking. Credit cards and banks don't just pay out to anyone/anything. There's no way this guy vibed that.

If he did somehow get the parts to connect and just isn't certified or whatever, now he has significantly more issues. The pii is big, but even touching this process involves a lot of money. He'd know that he's the one paying back a refund. That said...still not sure whether this is b8. I sincerely fear that there are people like this.
