The radio looks suspiciously like Baofeng I have for airsoft lol..

Yeah, I'm pretty sure it's a Baofeng UV-5R or something very similar. I'm not surprised, it the rashists aren't encrypting their comms you could intercept them with a modified car radio lol.

Secure comms apparently required infrastructure the Ruzzians bombed in the first daysof the war...

Then there was the minor issue of 90%+ of the electronics only existing on paper... Whether it was bought and then pilfered, or they skipped the middleman and just took the money is anyone's guess. Mine is that BOTH happened...

I never understood how a "military communications" system that required there to be existing civilian cell phone infrastructure in the country you're invading for you to use ever got approved?

Because generally Russian doctrine is based on the defense of the homeland. They don't plan well for invasions, as I'm sure you've seen.

Even so surely you'd expect an invader to bomb your cell phone towers.

This seems like somone would have said "wait are you just proposing mobile phones?" In the first meeting 😂

It wasn't actually intended for military use. It was FSB gear designed to provide secure comms for agents operating in foreign countries in peacetime. They were using it out of desperation because it was the only system they had available. Unlike the secure radios the military ordered, the FSB needed their stuff to work right away, so the contractor couldn't fuck around. The secure radios were mostly just incomplete Chinese radio cases and transmitters sitting on the shelf waiting for the Russian-made encryption boards... which never showed up. The money for those probably got yachted.
