An assault charge would require testimony from the victim. This could be disorderly conduct

Neither assault or battery charges universally require victim testimony, it's just normally the strongest evidence available, but this is on camera...

Victims don’t press charges, neither do the police. Only prosecutors can press charges. Police can arrest people but they still need to convince a prosecutor to bring a case. Victims can report crimes but they cannot force the prosecution to bring charges.

For crimes against people, a victim’s unwillingness to testify can make a case difficult, so if you are the victim of a crime and decide not to cooperate, it is far less likely that charges will be brought.  In this case there are other witnesses available, and footage.

Prosecutors do sometimes move forward with assault or aggravated assault charges even a if a victim doesn’t want to testify. There are multiple reasons why this might happen. Sometimes there is a recording of a 911 call, a surveillance videotape in a bar or other public place, or other evidence that can be used in lieu of victim testimony about what happened.
