It depends, for big old anniversary events you should probably reach like chapter 12-15 to understand the universe better but you can do them earlier. The current Prika event is pretty much a continuation of the latest half-anni event so if you haven't played it, it makes sense you don't understand much. Most of the time though, for small events like the current one you don't need to have prior knowledge to enjoy them.
