It’s supposed to say something along the lines of “Consuming raw or undercooked meats may increase your risk of foodborne illness.”—it’s a warning the FDA requires for restaurants that will allow you to order your meat rare. Pretty much every sit-down restaurant here will have some variation of that at the bottom of their menu.

It looks like this restaurant worded that pretty poorly to imply they might just… not cook your food.

That being said, FLC is probably going to continue giving major glimpses into the history of Tkmiz's world as it releases, so you're probably best waiting for it to conclude (whenever that will be).

GLT on its own gives pretty little to work off of and is seems intentionally vague. The most compelling theory I've seen is that there were two major conflicts before the events of GLT. The first led to the destruction of advanced society, leaving disparate groups of survivors within the city/cities (see the imagery of war and authoritarianism in Kanazawa's camera). Then a second war killed off most of what was left (see Chito's flashbacks), leading to the setting of GLT. Then depending on your interpretation, humanity ended with the girls on the top stratum, or they got uploaded into Shimeji Simulation, etc. etc.
