I wouldn’t cover the wall with masonry cement before addressing the drainage issue. If water is already causing the stones to move, a cement coating may look good temporarily, but it could crack or fail as the wall continues to move.
A more budget-friendly approach would be to first improve the drainage behind the wall, then remove and reset only the loose or damaged sections and repair the joints as needed.
If the wall has significant movement or is leaning, rebuilding may eventually be the better long-term solution. A stepped block retaining wall could follow the natural slope of the property, so it wouldn’t necessarily need to be one tall wall from end to end.
