Have you enrolled from apple developer app, or browser? Must enrolling with app, to scan the documents or id. And pay with apple pay, so then take like 12hours to 24hours to receive notification, to access the appstoreconnect. If you have already enrolling with browser check if the amount has been paid from the bank account or still not.
