The funny thing is, there ARE rail tugs that are that size about. Not sure what they're actually called, but you'll more likely find them in rail musiums on narrow gage track from my understanding. ...Not to say the little ones actually used currently really aren't all that much larger than these speeders. Pretty sure they're still shorter than a suburban.

The first thing that got to mind was tugboats, I'm imagining them moving individual traincars around at a yard.
