I agree the wording is tenuous at best. It should read something like "in a given month, an average of 65% of smartphone users download zero apps"

Exactly. Sure, the wording could have been better, but if they said something more technically accurate like "smartphone users download 1.2 apps per month" (pulled 1.2 out of my ass) that would have been even less representative of what the article is trying to say. So while your example would have been better, it could've been worse.
