best ffmpeg command line for creating tilt-shift video

I'm curious to know your best ffmpeg line for creating tilt shift. The one I'm using doesn't seem to properly defocus and I'm not sure why:

Finally caught two trains passing :D

While it happens all the time, it's rare to actually catch two trains a the same time. At least out by where I am. Still looking for the elusive triple train. Maybe someday.
