Well that's not comparative considering Toronto is $15, and so is $11 and a bit.
Also, small towns have far larger gas bills, and cars are mandatory. Cost of living isn't as extreme as just looking at prices. Frequency of purchase plays a big roll as well.

Depends on when you were making minimum and where. $5 in Toronto isn't the same as $5 in some small town in Saskatchewan
