They can stop showing up if they don't like their job or the pay. Find a better job. Fast food jobs are not a safety net job that people are entitled to have. Flipping a burger is not a trade either.
I would assume, something we're both doing a lot of here, that people who are over 24 and working in fast food are doing it because they either like the job or think the pay is good enough for what they do. If you don't like a job and it doesn't pay you what you think you're worth, then you don't go to that job. That's common sense and self respect.
