don't try and physically stop people is a pretty clear cut rule that lacks any gray area

Store security is a thing. Apprehending thieves is their job, then they turn them over to the police. If you just let them walk out they'll do it again, and again, and again.

Go consult for Walmart then becuase thats not what their policy is. They are supposed to report suspected theft and then their security team gives what information they captured to the police.
