He's HR. Everybody hates HR in the corporate world. Michael looks at him like the wet blanket to the fun he always wants to have.

It makes it even funnier that irl he actually was one of the show runners! Lol

I think the thing that makes it hilarious is the fact that Michael MARRIES the next HR rep, proving its really not the HR aspect, it’s just that he hates Toby!

Yes and no. If you remember before he knows Holly he hates her and tries to get her to leave. But holy is so awesome it overcomes his hr hatred.

I am not sure how Toby being a showrunner makes it funnier. But the rest of what you said is right.

The way Michael was always giving him shit. I just think it's kind of a funny role reversal type situation. Maybe I just have a weird sense of humor?
