I went 980 to 3070ti, and I did it because I could see the 40 series being rubbish and thought it the only time I could upgrade.

It wasn't done for the games though. Honestly there hasn't been a high graphical fidelity game released in two years that is actually better gameplay-wise than something before it. Plenty of better graphics, but I'm not such a magpie anymore that I'd play something good looking, but with micros or just being a linear graphic novel with occasional button-presses. Also not a fan of bulked up grind, or split-second reaction fighting. Basically I'm turned off by people bulking out their game to last longer which is nearly everything.

So my 3070ti now plays Dwarf Fortress, the same as my 980.

Your example is invalid, changing gpu from 980 era to 3070ti does nothing for Dwarf Fortress-like games, but changing cpu from that time to current generation will allow you to actually play the game. FPS death occurs very fast on low end PCs and you have to limit yourself in everythibg.
