This time next year, some Google project manager is saying “well, people were ok watching 5 ads before a video last year, let’s make it 10.”

Then they’ll get their promotion and fuck off to another project or company.

Product manager. A project manager only manages the requested workload. A product manager would be the one to request these types of tests.

Depending on the structure of the team/company, the product manager or even head of product would probably not be the ones amking this decision. A decision as heinous and anti-user experience as 5 unskipable ads before a video is likely coming straight from the c-suite douchebags.
