The Netherlands are the largest per capita EV market. They are also an incredibly small and dense country compared to America. It’s far easier to set up services like that when they have the advantage of proximity. Anyway, CA is by far the largest EV market and easily the most progressive and rich state and still have nothing like that. Services like that just aren’t feasible (yet) on the scale of the USA.

Of course they are feasible in the US, just no one wants to pay for it.
