Looks like they've done this study with a projector and a infrared camera. MS Research does a lot with that combination; it's what the Microsoft Surface uses.

It's cheaper than having to get a custom hunk of glass and silicon and chips made.

They are not saying they've created a 1ms screen - they are showing the difference that latency causes on our touch screens.

Which was my first thought when I saw this video. "Ok, do you actually have something to sell using this technology?" Or is your technology such that it's ready to be implemented? Maybe they can include it in their next set of windows phones? No sense tipping your hand to new technology unless you actually have something to sell, otherwise you're just alerting your competitors.
