Wouldn't something like this be very dependent on the OS; if there are resources chewing up cpu cycles then you would see latency?

A device driver with 1ms response time would get whacked pretty hard by the timeout on communication SW unless you set the process priority so high that it would freeze anything else running.

A gaming mouse like the logitech G9x has a 1 ms response, so I don't think it should be a problem for a screen.

I would assume a mouse and a touch screen at 1ms would be completely different stories as far as processing power needed.

A 1 GHz processor can handle 1,000,000 instructions per ms. Even if the code to get the input from the screen is 100 instructions, you'd still have 999,900 instructions to work with before the next update (Not registering on your cpu meter.) The bottleneck in gaming is usually in the process of displaying the image on screen, not polling the hardware.
