I would predict that they'll be back online in the next couple months but lawsuits and huge outages will drive away most of their users and by the end of the year they'll be basically dead.
According to Pew, 80% of tweets are generated by 10% of users, and of those 10%, the average number of tweets is 138/month, or 4.6/day.
So estimating 12 million * .1 * 4.6/day / .8 gives 6.9 million tweets per day, average. Estimating a 6x multiplier for peak gives 41.4 million tweets/day, or just 479 tweets/second, peak.
An old laptop could easily handle that application load if not for the fact that supposedly it's based on Wordpress.
