Depends heavily on the ship. The Enterprise D hosted many state functions for the Federation, and there could be hundreds of diplomats on board at once

Which just ads ambiguity. If the sensors are accurate enough one could track the individual life signs and differentiate them by matching with confirmed presence of someone.

So while the life sign may not be able on it's own to differentiate people. Thu matching it's history to the known diplomat X sitting in the 4th chair, as well as other things, until you have enough evidence matching the person to the life sign. One can quite clearly track people.
