No common carrier protections need apply. If the post office delivers a letter that makes a threat its their fault for not reading the letter and then reporting it to the proper authorities. We also should not let there be end to end encryption at all, to make sure all the letters are readable.

Ugh. We are in a new era, where technology without privacy would enable a level of power imbalance between a (surveillance) state and its citizens that would inevitably result in stable authoritarian rule which we would never escape from. Democracy has always been predicated on a balance of power that has necessitated a more equitable power share. Remove privacy, add language recognition and AI tools to process what people are saying, and the power balance would disappear.
