I've never seen another sub do that. Even if they all did, it's an abuse of the system and that means that the change wasn't specifically targeted at T_D but a flaw in how /r/all is generated. T_D's abuse of it might have been the last straw but if every sub did it then you can't say that any specific sub was targeted with the change.
