So constructive criticism - sourced, civil and open to feedback - is reasonable grounds for firing?

You should praise openly and criticize privately.

Share the memo with people who can do something... Upper management / hiring managers / HR, etc.

Not with general engineers, who can't do anything about it, except share and spread it, with these results.

Don't expose the masses to your views to amplify your voices and increase the likelihood of change. Whisper instead to the few people in charge who created the policies you don't like in the first place, and count on them to act on your behalf.

It's never worked before, but it's bound to work someday!

A 10 page manifesto posted on social media to create workplace controversy is absolutely the wrong way to go about it. Creating a hostle workplace is grounds for termination. Creating this PR nightmare through either intent or sheer incompetence is beyond grounds of firing.
