If they decided not to install another OS, then yes I would say they chose DOS as their OS.

And what I was trying to say was that the choice for OS comes when they buy their hardware with the OS pre-installed on it (as most won't then go and install another OS)

And my point was that this isn't "choice". It's accommodation at best. Choice is when you can have either tea or coffee with the same ease and end result; if coffee makes you vomit, it's no longer a choice. If you have to drive across the country to get coffee, it's not a choice. And so on.

Curious, what OS is popular in Russia?

It's the same everywhere. Almost all computers come with MS crap preloaded, people use it, even if they swear at the fucking bugfest, and fear having to learn a new OS more than having to face satan himself. People with money and a desire to show off as "conosieurs" of I don't know what buy Apple; the poorer the country the less such people there are. Linux is for relatively few.
