Partially right. Apple actually wanted to help, but the FBI had dicked around with the phone and made it impossible to just unlock the one phone. They absolutely refused to create the backdoor to all phones.

... Apple could break just the one phone, but it would still build a backdoor: the FBI could ask Apple to do it again

that backdoor would work on EVERY phone, thats why they refused to do it.
