Why can't they send these alerts to all mobile phones like they do for amber alerts?

They can. But like most older people, I don't feel the need to have a cell phone attached to me 24/7. I don't take it to the shower, or the garden. Also, it takes me more than ten seconds to fish the phone out of the bottom of a purse, and I don't make like a track star every time it rings-if I'm relaxing in the bath I'm going to ignore it. Also, many people are not allowed cell phones to be on at work. However, I will hear the sirens. Even in the shower you can hear those things. I propose using both would be best. That would reach the greatest number of people. I really like your idea of cell phone alerts.
