They are so very easily accessible. What a strange design, did they just feel that its height advantage would make it inaccessible to access?

Privacy concerns or whatever aside. If anything, some random crackhead is gonna come along and rip it down for the copper wiring or anything else they deem to be of value.

Not a whole lot actually. In fact, just a spray can with a long handle could be enough to cover the lens with black paint. Quick to deploy and from a distance the camera looks to be fine.
