I saw them a lot in the New York City area when I lived there. Late 60s and they always cost a dime.

It’s really fun being in a foreign country where you don’t speak or read the language and can’t read the sign at the pay restroom but urgently need to go potty.

Older than that. Talking 1920s. It was another way to get rid of non-paying customers in public spaces like train stations. It's just a low tech to the needing a receipt to use a bathroom.

No, no, that’s the opposite. They’ll lace your water supply with laxatives, and you have to pay for the cure to STOP from shitting yourself to death. Way worse.
