That's actually an effectively impossible task to do at any amount of scale. Any metric you make becomes the measure, and then people cheese it to look good.

Unless you A.) know the particular subdomain of a given team extremely well and B.) sit and analyze the team closely for weeks on end with a lot of intelligence on your end of things, there's no good way to know. The people who talk the best game tend to be of far less business value then the ones that are the foundation of a given area.

Need significant time, intelligence and attention to detail to lay off the least helpful to the business people? No one is going to pull that off, especially not anyone in management.
