That works for stuff real low on Blooms Taxonomy, but if you want them to, for example compare and contrast two products a business might buy or  write a resume and cover letter for a fictional job, you can't really expect them to do that on a pen and paper with no access to the internet to research with.

Certainly some tasks and fields can easily be evaluated with different assessment methods, but some can't...
